ASEAN today urgently needs to get itself understood by as many people as possible, especially those who have a stake in the success of its work. But most writing on ASEAN is technical writing.

What is needed today is more writing on ASEAN that can be understood by laymen. That, of course, is quite a challenge. For the situation of ASEAN is complex and so is its work. But it necessary that an effort be made to interpret ASEAN to people who should take more interest in it.

This booklet is the third of a series of simply worded and brief writings on the work of ASEAN and how ASEAN works. The series is a project of the ASEAN Secretariat and the ASEAN Committee on Culture and Information (COCI) and is intended for distribution wherever there are people who should know more about ASEAN.

" I would like to share with you today some of my thoughts on what ASEAN is, what is not, what it has done, what is was not meant to do, how events have changed its political and economic environment, how it is likely to respond to those changes, and why the international community ought to help it."

That is precisely what Mr. Rodolfo C. Severino, Jr., Secretary-General of the Association of Southeast Asian Nation (ASEAN) does in this collection of speeches before various audience in the capitals of the Asia-Pacific region.

To interpret ASEAN, to shed light on its role and explain how it is charting its future directions as it faces challenging times-that he feels is a large part of his mission. In explaining ASEAN, he speaks of the urgency to hasten economic integration and the need for greater cohesion among member countries in restoring confidence in the region.

Mr. Severino was Philippine Ambassador to Malaysia, then Undersecretary of Foreign Affairs of the Republic of the Philippines before he became ASEAN Secretary-General in January 1998.
